Ability to create prepaid payment method discounts

We would like the ability to offer a discount only when customers choose a prepaid payment method, such as paying by card. If a customer selects a prepaid option, they would receive an instant discount, while other payment methods would not qualify. This would allow us to encourage prepaid orders by automatically applying a discount based on the selected payment method at checkout.
