Ability to set a minimum pre-order quantity or amount

We would like the ability to require a minimum quantity or amount for pre-orders, so customers can only place a pre-order when they meet that minimum threshold. This would help us manage pre-orders based on our ordering requirements and make the process clearer for customers at the time of purchase.
