Ability to trigger pre-order based on inventory per warehouse or location

We would like the ability to trigger the pre-order status based on inventory levels at specific warehouses or locations rather than total inventory across all locations. For example, if one warehouse is out of stock while another still has inventory, the pre-order status could be shown only for customers served by the out-of-stock location.

This would allow us to align the pre-order experience more closely with how inventory is actually fulfilled and avoid showing incorrect availability to customers in different regions.
