Adding extra shipping fee once there are 2 different items on the cart (Pre-order and ordinary)

We need the App to add an extra fee to the cart once there are different items with different delivery dates on the cart -1 available product which is ready to be delivered and 1 pre-order item which is going to be delivered in future.
