Apply the discount to 2nd or 3rd item instead of entire cart

I need to set up the following discount campaign on Shopify: a 25% discount on all products, plus an additional discount in the cart where the 2nd item gets 50% off, and the 3rd item gets 75% off. However, these 50% and 75% discounts should apply to the lowest-priced items.
