Automatically collecting the partial payment

We want to customize preordering for our promo products for b2b customers only so that there is a $0 down payment and it automatically charges when the order is fulfilled?

I see we can set the number of days or the exact day for the payment action for presale products but can we choose that to be the date the product inventory is updated or when the order is marked as fulfilled?
