Buy X items from collection A, get Y free from collection B

We are looking to have the following discount type:

When a customer purchases X from Collection A, they receive X + Y free from Collection B.

If the customer adds more than X + Y items from Collection B to their cart, the free items applied should be the most expensive ones among those in Collection B.
