Change the cart discount when a specific product gets added to the cart

I'd like to run a promotion in my shop. Customers will automatically receive a 5% discount on all individual products in their cart from April 14th to April 21st. If there's also a product from the SALE category in the cart, then the discount needs to change to 7% on all products in their cart.
