combine overlapping one time and subscription orders to Prevent double shipping fees

The scenario we're referring to is times that a customer has a subscription + another subscription/one time product that has been bought in a different time but they are both going to be shipped at the same time

And we would like to have the option to prevent customers from being charged twice for the shipping fee.
