Complex shipping discount logics

Example:

If they order 1 cigar that is worth $25 and they order 10 t-shirts and 5 coffee packages and their cart total is $190, they don't get free shipping. The $100 is ONLY for tobacco. But if they order a box of cigars that is $205 and one t-shirt that is $25, they will get free shipping on the whole order.
