CSV import for SKU-based tiered discount rules

We would like the ability to bulk upload and manage volume discount rules via CSV at the SKU level. This would let us assign different quantity break discounts to different SKUs more efficiently across a large catalog. Our current workflow requires more granular and scalable bulk rule management than grouping products by tags or collections.
