Customer tag

hello, i am really struggling with one thing. All pre-orders are 'order' tagged with NM-Preorder, which is great and very helpful. I want to be able to tag all of these customers with 'customer tag' or a way to segment all of these pre order customers so i can export the data and use it on klabiyo to email them with updates. as shopify etc doesnt let you filter by order tag as an audience.
