Customer-tag automatic club discount + tiered quantity breaks + wholesale per-customer pricing

I want an Advanced Discount Code that can: auto-apply a $5 discount for customers with a specific tag, support tiered quantity-break discounts for a collection, and apply custom product-level wholesale pricing to tagged wholesale customers, with the ability to mark the wholesale discount as non-combinable.
