Customized text in the cart for preorder

It would be very helpful if all orders containing only pre-order items displayed a warning message in cart such as: "Pre-order! Delivery may take up to approximately 10 days. We will ship your order as soon as the items arrive at our warehouse." And if an order contains both pre-order items and regular in-stock items, then: "This order contains a pre-order item. The entire order will be shipped only when all items are available. Delivery may take up to approximately 10 days." Customers are usually not very attentive, and a simple "Pre-order" label can easily go unnoticed. Also, I will need these messages translated into Latvian.
