DS - Allow lower discount on higher tiers

We're requesting the ability to configure discount campaigns where a lower discount can be applied at higher quantity tiers—for example, offering 30% off when a customer buys 2 items, but only 20% off when they buy 4 or more items.

Currently, the app enforces a validation rule that requires each subsequent tier to have a higher discount percentage than the previous one. This makes it impossible for merchants to build more nuanced pricing strategies where deeper purchases may include lower-margin items, thus justifying a reduction in discount rate at higher tiers.

The merchant’s intended use case is to offer product-specific discounts that are respected only when a cart meets a minimum quantity (e.g., 2+ items), without forcing an ascending discount structure. Removing or allowing merchants to override this validation would support more flexible and realistic business models, especially for brands balancing promotional offers with profit margins.
