Enable region-specific pre-order or submit request for out-of-stock products

We need a way to manage product availability for customers in different countries or regions. For example, an item might be out of stock in Australia but still available in the United States. The merchant wants customers in regions where the product is out of stock (such as Australia) to have the option to pre-order or sign up for a restock notification, while customers in regions where the product is in stock (such as the US) can continue to purchase as usual.

Currently, there is no way to set pre-order or notification options on a regional basis—availability settings apply globally, which can cause lost sales or confusion for customers in specific locations. Enabling region-specific controls would give merchants more flexibility to provide the best experience for all customers.
