exclusive discount code for minimum quantity

We run a secret sale on the last day of every month for our email subscribers. They can only access it using a code. I want to set up a tiered discount for them but I don't see a way to make it only accessible by code… is this possible? Or will it just apply to the whole store and anyone can access it without a code?
