Filtering based on price range

we would like to understand if there are any loopholes to enable us to still create active promotions on products with a certain price range. also to avoid problems as happened to us last week, i.e. that a certain functionality was disabled and that therefore our promo set with that functionality was disabled without me being able to do anything. can this be managed differently?
