Limit the pre-order product to be purchased separately from regular items

I have a product that will be a preorder but I dont want the customer to be able to add any other products to checkout with the preorder. Only checkout preorder products within one transaction.

So I am not shipping items in 2 shipments

I also don't want to hold inventory while waiting for the preorder
