Limit the quantity of the subscription products customers can add to their subscription

In our customer portal settings, we allowed customers to add products through the portal

we offer a free product for subscriptions, however only ONE quantity

I have seen a few orders come in where customers add more than one for free

so I need to make sure they can only add the one free product per order, not multiple
