Mix of Min Volume and Min Quantity campaigns

as I can see I can offer discounts for a set of mixed products there and also can set their price however on the example we need a set of products from a product tag named as Frames and another set of product with brand Eva and if the Frames has a price of >4000 each and contains Eva products too then we need to offer amount off on Frames but percentage off on Eva products , so here we need attribute level , vendor level also price as well as quantity too
