Multi-tier loyalty club with perks

I'm looking to have tiered levels for my loyalty program.

At the lowest level, I will be issuing birthday gifts, early sale access, progression gift when they reach the next level and a percentage discount for all their future orders.

The discount needs to be stackable with Shopify discounts when we are running sales etc.

For the next level, everything in the lowest level with an addition of early product access and 2x free shipping on any orders.

For the last level, 4x free shipping and 4x express shipping on orders over a certain value.
