Notify back-in-stock subscribers when a product becomes available for pre-order

We would like customers who signed up for back-in-stock notifications to be notified when a product is made available for pre-order. Currently, customers only receive notifications when an item is fully back in stock, but not when it becomes available for pre-order.

Notifying these customers that the product they were waiting for can now be pre-ordered would make the experience more intuitive and aligned with expectations, since both features are part of the same flow. This would help us better engage interested customers and capture demand earlier.
