Offer discounts for the selling plans with "flat rate"

As you can see below there are two plans - 1 is a monthly 49$ one is 499$ annual. But the annual has to be set up as a discount version for $49. Is there any way to have them set up on the same product but as two separate plans in their own right? That way the discount will work
