One-time-use order discounts that exclude sale variants and support customer tags/metafields

I want the ability to create many unique one-time-use order-level discount codes that apply only to variants not on sale (and automatically stop applying if a variant goes on sale), and I want percentage-off order discounts that only apply to customers with specific tags or metafields while preserving the exclusion of on-sale variants.
