Option to apply shipping discounts only to specific shipping methods

We would like the ability to restrict a shipping discount campaign to certain shipping methods, such as offering free standard shipping when customers spend a minimum amount, but not applying that same discount to express shipping. This would help ensure discounts are applied only to eligible delivery options and maintain control over shipping costs.
