Support BXGY discounts calculated from compare-at price

We would like the ability to create BXGY (Buy X Get Y) discount campaigns where the discount calculation is based on the product’s compare-at price instead of the sale price. Currently, BXGY discounts are calculated using the sale price, which limits how certain promotions can be structured.

While calculating discounts from the compare-at price is available for other campaign types, having this option for BXGY offers would allow us to run promotions that better match our pricing strategy and ensure the final checkout total reflects the intended value.
