Support fixed-price mix-and-match bundles

We would like the ability to create fixed-price mix-and-match promotions, such as offering any two products for a set price or any four products for another set price, even when products have different base prices. This would allow us to run bundle-style promotions without relying on multiple overlapping discounts.

Having native support for fixed bundle pricing would help us avoid conflicts and inconsistencies that occur when managing these offers through separate promotions, while making it easier to set up clear and predictable deals for our customers.
