Support promo codes with free gift + range-based tiered order discounts

Merchant requests a single promo code (BFCM2024) that grants a free Gnome Ornament plus sitewide percentage discounts: 15% for orders $100 and under, and 20% for orders over $100. This requires two capabilities that are currently unsupported: (1) attaching a free product/gift to an Advanced Discount Code, and (2) defining tiered order discounts using upper and lower bounds (range-based tiers) rather than only minimum thresholds. Please consider adding: a 'Free Gift / Free Product' module that can be combined with other modules under one code, support for range-based tiering (min and max values) or explicit ordered tiers with clear precedence rules, and UI for configuring combined behaviors (e.g., free gift + percent off) under a single discount code. Examples: BFCM2024 = free Gnome (when subtotal >= $0) + 15% off for subtotal <= $100; BFCM2024 = free Gnome + 20% off for subtotal > $100.
