Tiered automatic discount that replaces lower discount

The merchant wants to run a permanent 20% sale on all items that is clearly visible on product pages, and then automatically upgrade customers to a 30% discount once their cart reaches at least 100 € based on the original prices. The 20% should act as the default discount, and when the 100 € threshold is reached, the 30% discount should replace the 20% discount instead of combining with it. This higher discount should be applied automatically at checkout with no discount code required, while still keeping the 20% visually visible on product pages for all customers.

The merchant is asking for a way for Discounty to handle non stacking, tiered discounts where only the best discount applies once certain cart conditions are met, even when there is already a storewide visual sale using compare at prices or similar methods.
