Upsell messaging for bulk quantity discounts on product/cart pages

I want the ability to create tiered bulk discounts that are presented as upsell messages or incentives on product and cart pages (for example, 'Buy 10+ and save 15%'), and optionally auto-apply the discount or prominently display the discount code to customers.
