Volume discount for the lowest price item

When a customer buys 2 products, the least expensive item gets 25% off.

When they buy 3 products, the least expensive item gets 30% off.

The discount should only apply to the lowest-priced item in the cart — not to all items or to specific positions (like 2nd or 3rd).
