When order reaches a certain amount, discount no longer applies

I want to set up a discount rule where if a customer places an order of exactly 200 AED, they receive a 10% discount. However, if the order total is more than 200 AED, no discount should be applied. The discount should be applied to the total order amount at the checkout page, not to individual products.
